Our client, a large firm of consultants working as part of a framework agreement for a major Oil and Gas Operator now seeks a Project Buyer (Contracts and Procurement) who has fluent German and good experience in the oil and gas industry for a role for around 12 - 18 months based in Koln, Germany. You will work as part of a team of contracts and procurement staff together with a number of third-party consultant staff for the provision of procurement services throughout the pre and post award stages of the CP process. The team will manage and administer their own portfolio of contracts in addition to the following:- Provide input into contracting and commercial strategies and provide help with obtaining the requisite approvals for such strategies from management; prepare contract terms and conditions based on approved contract templates and amend such terms and conditions where necessary upon receipt of the requisite approvals; apply the approved principles, processes and procedures in the performance of all CP activities; implement contractor and supplier prequalification to secure the requisite capacity and competency while realising the local content plan; implement the approved CP strategy in tender and contract documentation and maintain a close and positive working relationship with other Finance and CP personnel on the project; implement the approved tender, bid evaluation and contractor selection process to deliver best value; ensure that tendering, bid clarification evaluation and recommendation for award processes are in compliance with the procedures governing the activities of the Development Company and the Group Statement of General Business principles; implement comprehensive post award contract management plans for all major contracts awarded; ensure all variation requests are dealt with in a timely manner and all contractual matters are addressed so as to avoid undue escalation and claims; implement the approved process for the resolution of contractual disputes and ensure that such disputes are handled in accordance with the approved procedures and in a timely manner; ensure that the CP Plan is regularly updated to include all known contracts and procurement activities; ensure that all CP documentation includes the relevant approved Customs procedures; mentor Contracts Assistants and promote development of national CP staff professionals, work closely with Contracts Engineers etc. Strong experience in an Oil & Gas project environment is essential with being able to handle the requisitioning, ordering and invoice control process within the project schedule. You must be Degree qualified in a technical subject with at least ten years working experience with at least five years in a contracts / procurement role and ideally have experience with "work planning-ordering-cost & payment control" software, preferably SAP.
