The Australian Government has released a request for proposal (RFP) for services to undertake phases 2 and 3 of the program to decommission the Northern Endeavour FPSO. Documents can be accessed through AusTender.
The Northern Endeavour is a 274m long floating production storage and offtake facility. It is permanently moored between the Laminaria and Corallina oil fields. Its location is approx. 550 km northwest of Darwin in the Timor Sea.
Petrofac was engaged as the lead contractor to deliver Phase 1 of the Northern Endeavour decommissioning.

Phase 1 of the program, which involves decommissioning and disconnecting the Northern Endeavour from subsea equipment and temporarily suspending the wells, is underway. Proposals are now being sought from organisations to undertake the following works:
- engineering design

- remediate the Laminaria and Corallina oil fields
- dismantle and manage decommissioning waste onshore.
Proposals need to demonstrate a range of capabilities, including:

- access to required vessels, equipment and expertise
- health, safety, environmental and quality assurance systems
- ethical and responsible decommissioning waste management.
Proposals must:
- demonstrate the ability to deliver quality outcomes within required timeframes
- offer the best opportunity for a value for money solution
- meet all the mandatory requirements set out in the RFP
- align with environmental, social and governance expectations.
