
In November 2025, the Canada–Newfoundland and Labrador Offshore Energy Regulator (C-NLOER) advised that it would review its land tenure system in collaboration with the federal and Newfoundland and Labrador governments and others to identify opportunities to enhance competitiveness.
The C-NLOER and the two governments are committed to reducing the time required to obtain approvals and authorizations and to move from discoveries to production, while continuing to uphold the highest standards of safety and environmental protection and ensure optimal industrial benefits for Newfoundland and Labrador and the rest of Canada. The C-NLOER is working internally and in collaboration with governments and others on innovative ways to improve regulatory efficiency.
Parcel design for the 2026 Call for Bids is underway for some of the areas in the east Orphan, Flemish Pass and Jeanne d’Arc Basins, including recently relinquished licences and parcels offered in past Calls for Bids. Final parcel selections, terms and conditions will be announced in June with a closing date in November of this year, subject to required Regulator and ministerial approvals.
