Estonia: Oxan Energy wins first Estonian floating offshore wind tender

Oxan Energy, French-based offshore wind developer, has won the first Estonian floating offshore wind tender. Together with its partner SNOW, Oxan Energy will develop the ‘Saare 1’ project which has a potential capacity of 900 MW.

The Estonian authorities have tendered the zone of Saare 1, located 60 km off the coast of the largest Estonian island, Saaremaa, which has a surface area of 88 km and a water depth up to 85 meters.

Oxan Energy and SNOW, a financial advisor specialized in renewable power generation will develop together the project. The consortium will conduct the environmental and technical studies, starting with the environmental impact assessment.

The project will use floating wind technology. However, given the water depth, the project has the potential to combine floating and bottom-fixed technologies. The lay-out of the wind farm, including the technology to be used, will be decided after the impact assessment based the environmental and technical studies. The project is expected to be commissioned in 2033.

Growth of offshore wind in Estonia

The 900 MW project will contribute to Estonia’s energy independence with clean and renewable energy. This tender will support Estonia’s goal to generate 100% of its electricity from renewable sources. The Estonian offshore renewable energy market is one of the most dynamic in the Baltic Sea region.
