Structured around several of its new strategic directions, the report reviews the major highlights of the year. It also presents the CRE's initial analyses regarding market monitoring in 2025, which will be further developed in the annual reports on wholesale and retail market monitoring. In particular, it notes that 2025 will be marked by increasing volatility in electricity prices, especially intraday fluctuations, and by record electricity exports.
In this context, 2025 was once again a busy year, with the adoption of 277 resolutions covering all of its missions. It also conducted no fewer than 16 public consultations, more than one per month, and heard from 17 market participants. Furthermore, it appeared before Parliament 20 times and held more than 80 meetings on European issues.
The year 2025 will indeed have been very active at the European level, with much work carried out with European regulators or within European bodies, such as CEER, the European Council of Regulators, and ACER, the European Union agency for the coordination of energy regulators, with the highlight being the election of the President, Emmanuelle Wargon, to head the Council of Regulators of ACER in September 2025.
This year, the CRE's activity report gives a voice to its gender equality officers through a three-way interview, providing an opportunity to share their commitment and mission. While the CRE's management team is gender-balanced, the proportion of women can still be increased, as they currently represent only 42% of the workforce, with disparities between different professional sectors. The CRE intends to continue its work in this area to attract more women, particularly to engineering roles.
Finally, this report offers you the opportunity to get to know Paquita Morellet-Steiner better, who was appointed Chair of the CRE's Dispute Settlement and Sanctions Committee (CoRDiS) in May 2025. In an interview, she discusses her role, the coordination of CoRDiS's work with that of the CRE College, and the evolution of CoRDiS's role in the medium term.

'2025 was, once again, a particularly fruitful year, and I would like to thank all the teams for their involvement and all our stakeholders for our collaborative work. On the occasion of our 25th anniversary, building on our achievements, we decided to look to the future and develop and share our strategic directions for the next five years. I wanted us to consider a longer timescale because I believe that is precisely the role of the regulator: to think long-term, act now, and not give up because of short-term barriers, in order to prepare for tomorrow, and even the day after. We must continue to build a European energy market based on national specificities, making it more resilient to crises, with one essential objective in mind: the benefit of consumers. This is what unites us and drives us every day.'
