Europe needs a binding 2040 renewables target – or risk losing energy security, investment and industrial leadership

WindEurope is calling on EU Energy Ministers to commit to a binding renewables target for 2040 ahead of their energy policy discussions on 26 June. Without it, Europe risks stalling the investment momentum that has made renewables its most powerful energy security tool.

Targets work. The EU’s 2030 renewables target has accelerated wind and solar deployment, shielded Europe from fossil fuel price volatility and unlocked billions in manufacturing investment across the continent. With the Middle East crisis ongoing and energy prices still a political flashpoint, the case for home-grown electricity has never been stronger.

But after 2030, there is no certainty.

'Only a binding 2040 renewables target with dedicated wind volumes can drive the investments the EU seeks. Capital flows to clarity. Europe needs an unmistakable political signal for more home-grown, competitive and renewable electricity – beyond 2030', said WindEurope CEO Tinne van der Straeten.

The stakes are high. Wind alone provides 20% of Europe’s electricity and supports over 440,000 jobs across more than 250 factories. Europe’s wind energy sector has invested more than €15bn in new and upgraded factories in the last three years. That industrial base – hard-won and strategically vital – depends on long-term policy certainty.

The target must be backed by strong governance: national energy plans must translate into technology-specific auctions, and EU governments must follow through on agreed rules to speed up permitting, ease repowering and unlock renewable PPAs.

On 26 June, EU Energy Ministers have a clear choice: stick with what works, or leave Europe’s energy future to chance.
