Norway/Poland: Joint Statement of the Norwegian and Polish Ministers of Energy

The Norwegian and Polish Ministers of Energy reaffirmed today the strong bilateral ties between Norway and Poland in the field of oil and gas, as well as their shared commitment to further strengthening a long-term, reliable, and responsible bilateral partnership.

The parties underscored that strengthening of the energy sector, resilience, competitiveness, and market stability remains a shared priority for Norway, Poland and Europe as a whole. Considering the evolving geopolitical situation and growing challenges to European energy security, enhanced cooperation between Poland and Norway is of strategic importance.

Both Poland and Norway strongly support Ukraine in its war against the Russian aggressor, including by supporting its energy system and supplies.

The ministers stress the need to restore safe passage through the Strait of Hormuz while maintaining steady energy supplies and stable value chains.

The ministers stressed that the continued responsible development of oil and gas resources in Europe, including across the Norwegian continental shelf, plays an important role in ensuring secure energy supplies for Poland and Europe, supporting stable markets, and contributing to the energy transition in the years and decades to come.

In the course of the meeting the Ministers further:

  • agreed that the current geopolitical developments have reinforced the importance of competitive, secure, and reliable energy production — including oil, gas, and electricity — as a key strategic priority for Europe in the years ahead.
  • noted that Norway, as Europe’s largest producer of oil and gas, plays a significant role in contributing to Polish and European energy security. They emphasized the importance of all companies operating on the Norwegian continental shelf and their ability to maintain high and stable daily production of oil and gas.
  • acknowledged Poland as an important and stable export market for the Norwegian oil and gas sector, reaffirming the significance of Polish companies, including ORLEN Upstream Norway, and their contribution to the development of production on the Norwegian continental shelf, with a long-term perspective for oil and gas production and exports from the shelf. The ministers also recognised the involvement of Norwegian companies in the development of Poland’s energy resources.
  • recognised that ensuring the long-term security of oil and gas supplies from Norway to Europe require a Norwegian resource management policy facilitating further exploration - and through that - new discoveries, investments in new fields and in measures to increase recovery from existing fields. Private long-term investment in gas production capacity is, among other issues, dependent on market signals from gas consuming countries.
  • emphasised that Poland has taken important steps to develop infrastructure that enhances the security and diversification of gas supplies in Poland, as well as in Central and Eastern Europe. The Polish-led Baltic Pipe project was recognised as a key initiative, which has provided a timely and more direct route for gas deliveries to Poland, thereby strengthening energy security and increasing destination flexibility for companies operating on the Norwegian continental shelf.
  • highlighted their shared understanding that secure, affordable, and reliable access to energy must be pursued in parallel with the transition to a lower-emission energy system, noting that both countries remain committed to achieving their climate targets.
