Norway: Worley Rosenberg’s RjukanLH2 FEED award for Nordic region’s first liquid hydrogen production facility

Worley Rosenberg has been awarded the Front-End Engineering and Design (FEED) contract, with an exclusive option for Engineering, Procurement and Construction (EPC), for Norwegian Hydrogen’s 25 MW RjukanLH2 project. The project will establish the Nordic region’s first production facility for liquid hydrogen, with a capacity of 10 tonnes per day located in Rjukan, Norway.

'This project represents a major milestone in Norway’s transition towards a zero-emission energy system,' says Jan T. Narvestad, Managing Director at Worley Rosenberg. 'The award underlines Worley’s strong capabilities in the rapidly growing hydrogen market. Together with our recently announced contract for Energinet’s hydrogen pipeline in Denmark, this further strengthens our position as a key player in the Nordic hydrogen value chain.'

The FEED will support Norwegian Hydrogen’s transition into the execution phase. In parallel with the FEED delivery, Worley Rosenberg will develop an EPC execution plan. The estimated start of the EPC phase is in second half of 2026.

The aim is to develop the design to ensure a safe, fully functional, operable, and maintainable facility.

The project scope also comprises pre-selected technologies, with modularization including:

  • next-generation pressurized alkaline electrolyzer stacks
  • hydrogen liquefaction unit.

In addition, the scope includes all associated equipment and infrastructure required to support reliable operations such as power supply, water connection, and hydrogen delivery.

The project will be carried out from Worley Rosenberg’s Stavanger office, supported by our Hydrogen Center of Excellence in The Hague and Global Integrated Delivery team in India.

The organization is set up combining local execution capability together with global technical expertise, aiming to maximize and secure value through high-quality solutions and strong preparation for following project phases.

Strong project funding and commercial structure

The project is also underpinned by a strong commercial structure, including a Power Purchase Agreement (PPA) for renewable electricity sourced directly from the Rjukan power grid. This provides long-term price certainty and ensures the hydrogen produced is fully traceable to renewable sources, meeting the strictest EU criteria for green hydrogen.

In addition, Norwegian Hydrogen has a committed commercial partner in Samskip, with offtake liquid hydrogen for zero-emission maritime and logistics operations. Hydrogen deliveries from the RjukanLH2 facility are expected to commence in 2028.

The project has received financial support from the EU Innovation Fund, the EU Hydrogen Bank, and Innovation Norway, highlighting its strategic importance in advancing Europe’s hydrogen economy.
