Romania/Moldova: Qair consolidates position in Eastern Europe with 135.5 MW of secured wind projects in Moldova and Romania

Independent renewable energy company Qair has reached a new strategic milestone by signing a power purchase agreement for its 27.5 MW wind project in Moldova, winner of the country’s first competitive tender, and by securing a second 50 MW Contracts for Difference (CfD) award in Romania for its Cobadin wind farm.

These achievements add to earlier successes in Romania – a first 50 MW award under the CfD mechanism for Cobadin and an 8 MW project supported by the European Union. Together, they underscore Qair’s strong momentum in Eastern Europe and the Group’s ability to capture and integrate regional energy opportunities.

Driving cross-border synergies

The signing of this agreement in Moldova reflects a growing complementarity between the Moldovan and Romanian markets, now coordinated under a single operator. This operational convergence enables Qair to optimize asset management and maximize the impact of its investments in a region that is pivotal for the energy transition.

In Romania, Qair has now secured two 50 MW CfD tranches for its 100 MW Cobadin wind project in the Constanta region and secured EU’s Modernisation Fund for its 8 MW project in Bordei Verde. With the addition of the wind project in Moldova, the total secured wind capacity ready for construction in both countries now reached 135.5 MW – a significant milestone achieved in just a few months, demonstrating the Group’s agility and expertise in rapidly evolving markets.

The Qair team in Bucharest, led by Catalin Hendre, along with Moldovan partner SEDERA, are instrumental in advancing these projects by securing land rights, permits, and grid connection. Drawing on experience from mature markets such as the United Kingdom, Poland, Germany, and France, Qair is deploying innovative wind, solar, and storage solutions tailored to local specificities, while strengthening local partnerships.
