Germany: High lev­el of com­pe­ti­tion in the auc­tion for so­lar in­stal­la­tions that end­ed on 1 March 2025

Germany's Federal Network Agency (Bundesnetzagentur) has announced the successful bids in the auction that ended on 1 March 2025 for ground-mounted solar photovoltaic (PV) installations and solar installations on a construction that is neither a building nor a noise barrier ('first-segment solar installations').

The auction was again very well subscribed, with a consistently high level of competition and a further decrease in award prices,said Klaus Müller, President of the BundesnetzagenturThe Bundesnetzagentur is very pleased about developments in this field of solar generation. These installations are all controllable and can adapt the amount of electricity they generate to the demand in the market.

Auction significantly oversubscribed

The auction round that ended on 1 March 2025 was significantly oversubscribed. The auction was for a volume of 2,625 megawatts (MW). There were 420 bids with a total volume of 3,839 MW, of which 271 with a combined volume of 2,638 MW were successful. A total of 35 bids were excluded from the proceedings.

The prices of the successful bids in the pay-as-bid auction ranged from 3.99 cents per kilowatt hour (ct/kWh) to 4.88 ct/kWh. The average volume-weighted award price in this round was 4.66 ct/kWh, slightly below that of the previous round (4.76 ct/kWh).

The federal state with by far the most volume awarded was, as in previous rounds, Bavaria (607 MW, 85 winning bids), followed by Brandenburg (367 MW, 24 winning bids) and Lower Saxony (315 MW, 31 winning bids).
