Germany: RWE plans hydrogen-compatible gas-fired power station in Voerde, Germany

A hydrogen-compatible combined cycle power plant with an output of around 850 megawatts could be constructed at the former RWE power station in Voerde. Such plants are crucial for ensuring Germany's long-term energy security and will thus contribute to the successful phase-out of coal. As part of its power plant strategy, the German government has announced that it will soon create a regulatory framework for tenders for hydrogen-compatible gas-fired power plants. RWE is currently preparing to participate in the tenders, and if awarded the contract, it will begin construction of the plant in Voerde without delay.

This would ensure that Voerde remains an important generation site in the future, thus enabling it to continue making a significant contribution to the success of the energy transition. The excellent infrastructure at the former power plant site is a major advantage. For example, the new power plant would be located directly on the planned hydrogen core network pipeline. The city and region would benefit from secure jobs and local value creation.

In 2024, RWE commissioned an American-Spanish consortium consisting of GE Vernova and Tecnicas Reunidas to plan and build the hydrogen-compatible gas-fired power plant. The consortium carried out the project's approval planning based on proven technologies. According to current plans, the Voerde plant could start producing electricity in 2030. Once commissioned, the plant will be capable of using at least 50 per cent hydrogen, which is an important prerequisite for subsequent conversion to full hydrogen operation.

In order to start construction promptly should RWE win the tender, a rapid approval process including early public participation is key.

Nikolaus Valerius, CEO of RWE Generation SE: 'We are ready to invest in the construction of new hydrogen-compatible gas-fired power stations. We are also pressing ahead with the approval planning for a plant in Voerde, which would enable completion by 2030. However, we now need swift clarity from the federal government regarding the announced tendering regime.'
