UAE/Germany: UAE and RWE strengthen cooperation across offshore wind and LNG

During the state visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, to Germany, RWE and UAE partners signed two agreements: a Memorandum of Understanding (MoU) regarding Offshore Wind between RWE and Abu Dhabi Future Energy Company PJSC – Masdar, and a Letter of Intent (LOI) between RWE and ADNOC regarding future LNG supplies.

The agreements reinforce the growing economic and energy relationship between Germany and the UAE and reflect the ongoing dialogue between RWE and UAE companies, as well as their shared interest in supporting the development of renewable energy opportunities and enhancing energy security in Germany and Europe.

Under the MoU, RWE and Masdar intend to consider joint participation in German offshore wind auctions in 2027. This agreement has an indicative investment value exceeding EUR 3 billion and builds on Masdar and RWE's long-standing partnership, reinforcing the UAE's role as a committed investor in Germany's energy sector and deepening bilateral cooperation in clean energy development.

Offshore wind is set to become one of the cornerstones of Germany’s energy system, combining large-scale renewable electricity generation with a high degree of reliability. With stronger and more consistent wind conditions at sea, offshore wind can make a significant contribution to a secure, climate-friendly and competitive power supply. Germany’s ambitious offshore expansion targets underline both the scale of the opportunity and the importance of strong partners.

The LOI between ADNOC and RWE Supply & Trading builds on ongoing discussions about long-term LNG supply opportunities established under the Strategic Collaboration Agreement signed in February this year. Both parties intend to agree on the terms of up to two LNG sale and purchase agreements, building upon key commercial terms covering deliveries to Germany and other European markets, as well as to Asian markets, supplied from ADNOC Gas’ and XRG’s growing LNG portfolio including Ruwais, Das, Rio Grande, Mozambique and Argentina, with supply commencing in the early 2030s.

His Excellency Dr Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, ADNOC MD & Group CEO, and Chairman of Masdar, said: 'The UAE and Germany have built a strong partnership grounded in shared ambition, industrial cooperation and a commitment to energy security. The UAE’s intention to invest an additional €40 billion in Germany reflects the long-term confidence and ambition behind this partnership. Both offshore wind and LNG will play an important role in Germany’s future energy system, supporting industrial competitiveness and long-term economic growth. These agreements deepen our partnership with RWE and will help deliver the reliable energy infrastructure that will underpin Germany and Europe’s future prosperity.'

We will now work together to further shape the potential commercial framework for long-term LNG deliveries to Germany, Europe and Asian markets.'

RWE and Masdar jointly operate and develop offshore wind projects in the UK with a combined capacity of 3.6 gigawatts. Their long-standing partnership in offshore wind dates back to the London Array offshore wind farm, which has been operational since 2013 and has a capacity of more than 600 megawatts. In September 2022, the companies signed an MoU to explore collaboration on offshore wind projects in key global markets, which subsequently led to Masdar becoming RWE’s partner in the Dogger Bank South offshore wind projects. Dogger Bank South comprises the East and West projects, which together will have an overall capacity of 3 gigawatts, making it one of the UK’s largest offshore wind projects currently under development. Earlier this year, RWE and Masdar secured Contracts for Difference for the projects in the UK Government’s Allocation Round 7, marking an important milestone for their delivery.
