UK: Bureau Veritas awarded contract as Independent Certifier for Liverpool Bay Carbon Dioxide Transportation and Storage project

Bureau Veritas, a global leader in testing, inspection, and certification services, has been appointed as the Independent Certifier for the Liverpool Bay Carbon Dioxide (CO2) Transportation and Storage (T&S) project being developed by Liverpool Bay CCS Limited (LBCCS), a subsidiary of Eni CCUS Holding.

In the role of Independent Certifier, Bureau Veritas will have a duty of care towards LBCCS as well as the Regulator, Ofgem, for the T&S project, which will provide the backbone for the HyNet North West Industrial Decarbonisation Cluster

HyNet represents a critical step forward in the UK's efforts to reduce carbon emissions through innovative carbon capture, transportation, and storage solutions. Along with the commitment to support the UK's transition to a low-carbon economy, Bureau Veritas will play a pivotal role in ensuring the Liverpool Bay T&S project meets the Licence and relevant Legal requirements underscoring Bureau Veritas’ expertise in carbon capture and storage (CCS) technologies. 

Leveraging almost 200 years of experience, including multiple Carbon Capture and Storage (CCS) projects in the UK and Globally, Bureau Veritas brings deep expertise in CCS technologies and regulatory requirements ensuring rigorous, value-added independent certification for the LBCCS initiative.

The certification process will cover all project phases, from mechanical completion through commissioning and system acceptance. Bureau Veritas will deploy a multidisciplinary team of experts from its UK-based operations, supported by local technical and regulatory specialists with knowledge of UK Carbon Capture and Storage (CCS) and Ofgem-regulated infrastructure. Drawing on extensive transferable expertise developed across regulated energy and infrastructure projects, this approach supports the delivery of infrastructure aligned with the UK’s net zero ambitions, while ensuring comprehensive technical oversight, strong regulatory alignment, and effective engagement across all phases of the project.
